Pcb Ref

PCB layout for this scheme?

I am a student and I am trying to design PCB Electronics for my project. Take a look at this Schematic diagram http://www.electronic-circuits-diagrams.com/audioimages/14.gif I do not know what V, V +, ROS, GIS, RHI, REF OUT REF ADJ, MODE average. Why these labels placed on the legs of the IC? As for two reasons, what / where am I supposed to connect? And what / where am I supposed to connect audio inputs? In fact, I intend to use this audio level meter (http://www.electronic-circuits-diagrams.com/audioimages/audiockt14.shtml) for my AM radio circuit.

V + and V-are power connections, ie 9 volt battery + and - terminal. SIG is the signal input that the LED will light up. ROS is low and the reference in the circuit showed that it is connected to ground. Both patterns showed, ROS and Food Electric or battery earth are all connected together. RHI (high reference), REF OUT (reference out) and REF ADJ (adjust referred the matter) are used to determine which voltage measurements are necessary in light of each LED.
